To some, it marks a shift away from the city-state\u2019s historically crypto-friendly posture. To others, it signals something different: a strategic step toward a more mature, institutional-grade digital asset landscape.<\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">What Changed<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">On May 30, 2025, the Monetary Authority of Singapore (MAS) <a href=\"https:\/\/cointelegraph.com\/news\/singapore-crypto-firms-deadline-overseas-digital-token-services\">issued a directive requiring all Singapore-incorporated crypto firms<\/a> to cease offering digital token services to overseas markets by June 30, unless they secure the necessary licenses under the Financial Services and Markets Act (FSM Act).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This move, MAS stated, aims to ensure digital asset activities are conducted within a robust regulatory framework\u2014enhancing consumer protection and safeguarding financial stability. In its <a href=\"https:\/\/www.mas.gov.sg\/-\/media\/response-to-feedback-received-from-dtsp-cp.pdf\"><em>Response to Feedback Received<\/em><\/a> on the proposed regulatory approach, MAS further clarified its position:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201c\u2026 MAS is cautious about DTSPs as they are more susceptible to ML\/TF risks due to the internet-based and cross-border nature of DT services&#8230; The key risk DTSPs pose to Singapore would be reputational risk should they engage in or be misused for illicit purposes.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">This highlights Singapore\u2019s concern not just with investor protection, but also with preserving the country\u2019s financial reputation\u2014especially when these firms have little operational nexus to Singapore itself.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For many Web3-native companies\u2014particularly those targeting retail users, operating without formal licenses, or relying on borderless market access\u2014this is a significant constraint. To them, Singapore may no longer feel like a launchpad, but a bottleneck.<\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">A Global Trend Towards Regulation<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Singapore\u2019s tightening appears at odds with the broader global trend\u2014especially amid a wave of regulatory milestones across Asia, the U.S., and Europe that are designed to accelerate digital asset innovation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the U.S., the <strong>GENIUS Act<\/strong> <a href=\"https:\/\/www.businessinsider.com\/genius-act-stablecoin-bill-crypto-regulation-legislation-cryptocurrencies-trump-democrats-2025-5\">passed in May 2025<\/a>, creating a federal framework for stablecoins. It mandates 1:1 reserves, public disclosures, and strict AML\/KYC compliance. The goal? To integrate stablecoins into the wider financial system with trust, clarity, and room to grow.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Just a day later, Hong Kong passed its <strong>Stablecoins Bill<\/strong>, establishing a <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/hong-kong-passes-stablecoin-bill-one-step-closer-issuance-2025-05-21\">licensing regime for fiat-referenced stablecoin issuers<\/a>. It\u2019s part of a broader push to position Hong Kong as a leading global hub for digital assets\u2014complete with its own central bank-backed stablecoin sandbox. The Hong Kong Government has since announced that the Stablecoins Ordinance will officially <a href=\"https:\/\/www.aastocks.com\/en\/stocks\/news\/aafn-con\/NOW.1445098\/popular-news\/AAFN\">take effect on August 1, 2025<\/a>, marking the start of formal oversight of stablecoin issuance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">South Korea is also moving quickly. On June 10, 2025, the government <a href=\"https:\/\/www.cryptotimes.io\/2025\/06\/10\/south-korea-paves-the-way-for-stablecoin-revolution-with-new-bill\/\">passed a new bill<\/a> aimed at establishing a clear regulatory framework for stablecoins\u2014paving the way for greater adoption and innovation while ensuring consumer protection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the EU, the <strong>MiCA regulation<\/strong> came into <a href=\"https:\/\/www.esma.europa.eu\/esmas-activities\/digital-finance-and-innovation\/markets-crypto-assets-regulation-mica\">full effect in December 2024<\/a>, providing comprehensive oversight for crypto-assets across the blockchain. Its aim is clear: protect investors, ensure market stability, and foster innovation in regulated digital finance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the surface, Singapore may seem like it\u2019s swimming against the current. But look closer, and the picture shifts. While these other markets are opening, they\u2019re doing so with clearer guardrails. Singapore is no exception\u2014it\u2019s just moving early and moving firmly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These developments point to one global truth: regulatory clarity is no longer a blocker\u2014it\u2019s becoming the baseline for scale. MAS\u2019 latest measures don\u2019t signal retreat. They signal that Singapore is ready to move from frontier to foundation.<\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">The Case for Regulation<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Institutional investors will not enter unregulated markets. They require legal clarity, custody protections, KYC\/AML frameworks, and dispute resolution mechanisms. Without these, institutional capital stays on the sidelines.<br>Not just institutional\u2014regulatory changes affect all market participants. While the blockchain has offered an alternative channel for market innovation and financial experimentation, it has also created risks\u2014particularly for less protected participants, such as retail users. Without clear rules, it is often retail participants who remain most exposed to fraud, manipulation, and systemic failure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Market participants show a clear preference for regulated access points. According to <a href=\"https:\/\/www.ey.com\/content\/dam\/ey-unified-site\/ey-com\/en-us\/insights\/financial-services\/documents\/ey-how-retail-investors-are-making-digital-assets-part-of-their-lives.pdf\">an EY survey<\/a>, 57% of retail investors prefer to gain exposure to digital assets through registered vehicles, citing consumer and regulatory protections as primary reasons. They seek the benefits of decentralization, coupled with the safety nets of traditional finance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When regulation is absent, the risks become stark: events like the <a href=\"https:\/\/corpgov.law.harvard.edu\/2023\/05\/22\/anatomy-of-a-run-the-terra-luna-crash\/\">$40B Terra-Luna collapse<\/a>, the <a href=\"https:\/\/apnews.com\/article\/ftx-bankruptcy-binance-timeline-c519d50b9059aa8bff0ce8b6cd26c40e\">implosions of FTX<\/a> \u3001 <a href=\"https:\/\/www.coindesk.com\/markets\/2022\/07\/15\/the-fall-of-celsius-network-a-timeline-of-the-crypto-lenders-descent-into-insolvency\">Celsius<\/a>, and the <a href=\"https:\/\/www.theguardian.com\/global\/commentisfree\/2024\/mar\/28\/sam-bankman-fried-prison-crypto-regulation\">reactive nature of regulatory intervention<\/a> only after major damage is done.<\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Our View as an MAS-Licensed Player<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">DigiFT has been licensed by MAS as a <strong>Recognized Market Operator (RMO)<\/strong> and holds a <strong>Capital Markets Services (CMS)<\/strong> license <a href=\"https:\/\/www.straitstimes.com\/business\/digital-asset-exchange-digift-gets-full-licence-from-mas\">since 2024<\/a>, following our entry into the MAS FinTech Regulatory Sandbox in 2022.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We\u2019ve always believed regulation is not a barrier\u2014but an enabler.
